HBA-PDH, RAR H.B. 523 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 523 By: McReynolds Transportation 2/17/1999 Introduced BACKGROUND AND PURPOSE Currently, counties are allowed to impose an optional fee for the registration of vehicles to be deposited in the county road and bridge fund. All-terrain vehicles are subject to this optional $10 fee, but statute prohibits the operation of an all-terrain vehicle on public roads and bridges. H.B. 523 exempts all-terrain vehicles from the optional $10 country road and bridge fee. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.006, Transportation Code, by adding Subsection (e), to provide that Sections 502.172 (Optional County Fee for Road and Bridge Fund) and 502.173 (Optional County Fee for Child Safety), Transportation Code, do not apply to an all-terrain vehicle. SECTION 2. Emergency clause. Effective date: upon passage.
