BACKGROUND AND PURPOSE

Currently, a parent does not have the right to access a school-produced
videotape in which the parent's child appears. H.B. 506 entitles a parent
access to any videotape produced by a school if the parent's child appears
in it.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
