HBA-EVB H.B. 3737 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3737 By: Eiland Transportation 4/1/1999 Introduced BACKGROUND AND PURPOSE HB 3737 requires the Texas Department of Transportation to establish a committee to study issues of port regionalization and the development of a megaport along the Texas Gulf Coast. This bill also requires the committee to issue a report to the 77th Legislature. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Requires the Texas Department of Transportation to establish the Port Regionalization and Megaport Advisory Committee (committee) for the purposes of studying the issues of port regionalization and the development of a megaport. SECTION 2. (a) Requires the committee to issue a report to the 77th Legislature detailing recommendations on whether a regional port should be created and what its structure, powers, and authority would be. Requires the committee to address whether a megaport should be developed, including its location, operator, and method of construction. (b) Requires the committee to contain an enumerated list of members. SECTION 3. Authorizes the committee to work with the Port Authority Advisory Committee established under Section 53.001, Transportation Code, for the purposes of producing the report required in this Act. SECTION 4. "Provides that this Act takes effect immediately." SECTION 5. Emergency clause.
