HBA-NIK H.B. 3736 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3736 By: Eiland Land & Resource Management 4/15/1999 Introduced BACKGROUND AND PURPOSE Currently, only suburbs adjacent to large cities have access to the procedures governing restrictive covenants. While other homeowners' associations could benefit from these procedures, they are currently unavailable under the code. H.B. 3736 extends access to homeowners' associations in the incorporated area of a county having a population of 190,000 or more that is adjacent to a county having a population of 2,400,000 or more. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution.
