HBA-RBT H.B. 3620 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3620 By: Lewis, Ron Natural Resources 4/5/1999 Introduced BACKGROUND AND PURPOSE Currently, a navigation district having within it a city with a population of over 250,000 has the authority to exchange land or interests in land with other landowners. H.B. 3620 extends that authority to a navigation district having within which a city with a population of over 5,000 is contained. This bill also specifies that the land can be exchanged with public or private entities. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1, Article 8247f, V.T.C.S. (Chapter 176, Acts of the 54th Legislature, 1955), to provide that the governing board of a navigation district having within its limits a city with a population of 5,000 or more, rather than more than 250,000, has the authority to exchange lands with any other public or private landowner, or convey to another state or federal governmental entity, person, firm or corporation lands owned and held by the navigation district. Makes a nonsubstantive change. SECTION 2. Emergency clause. Effective date: upon passage.
