HBA-GUM H.B. 3619 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3619 By: Truitt Urban Affairs 4/6/1999 Introduced BACKGROUND AND PURPOSE Current law authorizes municipalities with 50,000 or more inhabitants to enter into developer participation contracts without complying with the competitive bidding procedure of Chapter 252, Local Government Code (Purchasing and Contracting Authority of Municipalities). H.B. 3619 decreases from 50,000 to 20,000 the minimum number of inhabitants of a municipality to which that law applies. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 212.071, Local Government Code, to decrease from 50,000 to 20,000 the minimum number of inhabitants of a municipality to which this section applies. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
