HBA-SEB H.B. 339 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 339 By: Madden Elections 2/15/1999 Introduced BACKGROUND AND PURPOSE Currently, voter registration applications are subject to open records requests. H.B. 339 requires the registrar of a county to maintain the confidentiality of the social security number and the telephone number provided on a voter registration application. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 13.004, Election Code, as follows: Sec. 13.004. New title: RECORDING AND DISCLOSURE OF TELEPHONE NUMBER OR SOCIAL SECURITY NUMBER BY REGISTRAR. (c) Requires the registrar of a county to ensure that the telephone number and social security number on a voter registration application remain confidential. Provides that the telephone number and social security number do not constitute public information for purposes of Chapter 552 (Public Information), Government Code. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
