HBA-JRA H.B. 3379 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3379 By: George Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Currently, the Education Code does not set out a teacher's bill of rights. H.B. 3379 provides that each teacher has certain rights, including the right to teach in a safe environment, be free from threats or assaults by students, and have the teacher's person and property secure. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter A, Chapter 21, Education Code, by adding Section 21.005, as follows: Sec. 21.005. TEACHER'S BILL OF RIGHTS. Provides that each teacher has certain rights, including the right to teach in a safe environment, be free from threats or assaults by students, and have the teacher's person and property secure. SECTION 2.Emergency clause. Effective date: upon passage.
