HBA-LCA H.B. 3360 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3360 By: Eiland Judicial Affairs 4/7/1999 Introduced BACKGROUND AND PURPOSE Currently, there is a perceived local need for a new district court in Galveston County. Since 1985, with the exception of El Paso County, no new urban courts have been created in Texas. H.B. 3360 creates a new district court in Galveston County. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 24, Government Code, by adding Section 24.565, as follows: Sec. 24.565. 420th JUDICIAL DISTRICT (GALVESTON COUNTY). Provides that the 420th Judicial District comprises Galveston County. SECTION 2. Effective date: January 1, 2001. SECTION 3. Emergency clause.
