HBA-RAR H.B. 309 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 309 By: Madden Elections 2/15/1999 Introduced BACKGROUND AND PURPOSE Currently, a petition signature is valid if the petition was signed within 180 days of the petition being filed. H.B. 309 shortens the time period to 120 days. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 141.063, Election Code, by adding Subsection (e), to provide that a petition signature is invalid if the signer signed the petition earlier than the 120th day before the petition is filed. SECTION 2. Amends Section 277.002 (e), Election Code, to make a conforming change. SECTION 3. Effective date: September 1, 1999. Makes application of this Act prospective. SECTION 4. Emergency clause.
