BACKGROUND AND PURPOSE

Under current law, an appointment by the mayor to a community and venue
district board does not require approval by the municipal governing body.
H.B. 2895 requires that mayoral appointments to a venue district board be
subject to confirmation by the municipalities' governing bodies.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
