HBA-EVB H.B. 2852 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2852 By: Turner, Sylvester State Affairs 4/6/1999 Introduced BACKGROUND AND PURPOSE Currently, the General Services Commission (commission) lacks authority to audit, on request or on its own initiative, the procedures by which a governmental body processes requests for public information. H.B. 2852 authorizes the commission to audit such procedures. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 552.262, Government Code, by adding Subsection (f), as follows: (f) Authorizes the General Services Commission to audit, on request or on its own initiative, the procedures by which a governmental body processes requests for public information. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
