BACKGROUND AND PURPOSE 

Prior to the 76th Legislature, the law provided that a risk pool (pool)
could be administered by a staff employed by the pool, an entity created by
a political subdivision participating in the pool, or a thirdparty
administrator.  H.B. 2754 allows the pool to be administered by a staff or
entity that administers another pool under Chapter 172, (Texas Political
Subdivisions Uniform Group Benefits Program), Local Government Code.   

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 172.006(b),  Local Government Code, to include a
staff or entity that administers another risk pool established under this
chapter (Texas Political Subdivisions Uniform Group Benefits Program) among
those authorized to administer a risk pool. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
