BACKGROUND AND PURPOSE

Currently, multiracial applicants for public employment, public
contracting, and public education must either choose one racial group over
another or classify themselves as "other" on an application form. H.B. 2723
prohibits entities that receive state funds from requesting, receiving, or
collecting information that indicates an applicant's racial or ethnic
background.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
