BACKGROUND AND PURPOSE

The Harris County Hospital District provides health care to more than
340,000 patients a year with a budget of more than $445 million but has
never undergone a performance review to identify potential savings and
administrative efficiencies that could be achieved. H.B. 2682 authorizes
the creation of a commission to study the Harris County Hospital District
and report the results to the legislature by November 1, 2000.

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
