BACKGROUND AND PURPOSE

Prior to the 76th Legislature, commissioners courts of a county were not
permitted to authorize payment for continuing education expenses incurred
by elected county and precinct officers. In addition, there was no specific
authorization to compensate an elected officer for attending educational
programs prior to taking office. H.B. 2663 authorizes the commissioners
court of a county to authorize that payment be made for continuing
education expenses incurred by a county or precinct officer.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
