BACKGROUND AND PURPOSE

Prior to the 76th Legislature, purchasing agents appointed by the
commissioners court under Section 262.0115 (Purchasing Agents in Counties
with Population of More Than 100,000), Local Government Code, did not have
the same purchasing authority and purchasing functions as those appointed
by a board under Section 262.011 (Purchasing Agents). H.B. 2662 includes
the functions prescribed for a purchasing agent under Section 262.011,
Local Government Code, among the functions of a purchasing agent appointed
under Section 262.0115.

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
