BACKGROUND AND PURPOSE 

Currently, counties with a population of over 2.8 million can do
construction, renovation, and maintenance projects on their own buildings
without a city permit, if they use their own personnel. In contrast,
Tarrant County building projects on county-owned improvements have been
delayed up to six weeks while waiting for the city permit.  H.B. 2626
allows counties with a population of one million or more to proceed with
construction and renovation work on county-owned improvements without a
city permit, if they use their own personnel. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 212.903(a), Local Government Code, to provide
that this section applies only to a county with a population of one
million, rather than 2.8 million, or more. 

SECTION 2.  Emergency clause.
  Effective date: upon passage.
