BACKGROUND AND PURPOSE

Over the past decade, state academic standards have compelled classroom
teachers to focus on teaching certain basic skills and knowledge in order
to help students pass the Texas Assessment of Academic Skills (TASP) test.
H.B. 2552 requires the Texas Education Agency to develop specific academic
assessment standards for student products developed for gifted and talented
students at the fourth, eighth, and exit levels, and requires the
superintendent or the superintendent's designee to report to the board of
trustees annually on the progress of the gifted and talented students at
the superintendent's school.

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
