HBA-DMD H.B. 2551 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2551 By: Hochberg State Affairs 3/30/1999 Introduced BACKGROUND AND PURPOSE In 1995, Texas created open-enrollment charter schools. These entities are public schools supported by tax dollars. H.B. 2551 requires open-enrollment charter schools to comply with Chapters 551 (Open Meetings) and 552 (Public Information), Government Code. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 12.105, Education Code, to require that the requirements in Chapters 551 (Open Meetings) and 552 (Public Information), Government Code, relating to school districts, school boards, and school children, also apply to open-enrollment charter schools and children attending such schools. SECTION 2.Effective date: September 1, 1999. SECTION 3.Emergency clause.
