HBA-MPM H.B. 2525 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2525 By: Dutton Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE H.B. 2525 includes the services of a computer programmer, systems analyst and financial consultant, in addition to the services of an architect, attorney or fiscal agent, among those fees which Section 44.031 (regarding fees paid by a school district for professional services), Education Code, is inapplicable, and requires fees for these services to be determined in a specific manner. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 44.031(f), Education Code, to include the services of a computer programmer, systems analyst and financial consultant, in addition to the services of an architect, attorney, or fiscal agent, among those fees to which this section (regarding fees paid by a school district for professional services) is inapplicable. Requires fees for these services to be determined as provided by Section 2254.003 (Selection of Provider; Fees) or Section 2254.004 (Contract for Professional Services of Architect, Engineer, or Surveyor), Government Code, as appropriate. Makes conforming and nonsubstantive changes. SECTION 2. Makes application of this Act prospective. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
