HBA-MPM H.B. 2410 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2410 By: Delisi Higher Education 3/23/1999 Introduced BACKGROUND AND PURPOSE Current law requires all degree-seeking students entering public institutions of higher education in Texas to take the Texas Academic Skills Program (TASP) test to assess basic reading, writing, and mathematics skills. Students transferring to public universities from private or out-of-state institutions are also required to take the TASP test, regardless of the number of semester credit hours they have already completed. H.B. 2410 waives the requirement to take the TASP test for transfer students who have successfully completed 12 or more core curriculum hours and maintained a 2.25 grade point average. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 51.306(r), Education Code, to include a student who transfers to an institution of higher education and who has previously completed 12 or more semester credit hours of courses in the core curriculum, as described by Section 61.822 (Core Curriculum), Education Code, with a cumulative grade point average of at least 2.25 on a scale of 4.0 in those courses, among those students who are exempted from certain requirements imposed by the Texas Academic Skills Program. SECTION 2.Emergency clause. Effective date: upon passage.
