HBA-JRA H.B. 2363 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2363 By: McReynolds Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Currently, a full-time employee of a school district is not entitled to paid leave to attend required offcampus staff development activities. H.B. 2363 entitles each full-time employee of a school district who is required to attend staff development activities to three days per school year paid leave to attend off-campus staff development activities in addition to personal leave. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter J, Chapter 21, Education Code, by adding Section 21.4511, as follows: Sec. 21.4511. STAFF DEVELOPMENT LEAVE. Entitles each full-time employee of a school district who is required to attend staff development activities to three days per school year paid leave to attend off-campus staff development activities that comply with Section 21.451 (Staff Development Requirements) in addition to personal leave under Section 22.003 (Minimum Personal Leave Program). Prohibits an employee from using more than a total of one day for traveling to and from the activity. Provides that a day of leave under this section is considered a day of service for purposes of Section 21.401 (Minimum Service Required). Prohibits unused leave under this section from being accumulated or transferred among school districts. SECTION 2. Makes application of this Act prospective to the 1999-2000 school year. SECTION 3.Emergency clause. Effective date: upon passage.
