HBA-JRA H.B. 2361 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2361 By: McReynolds Public Education 3/28/1999 Introduced BACKGROUND AND PURPOSE Currently, campus site-based decision-making committees have the authority to approve the content of any staff development, but do not have the authority to decide the number of non-instructional days dedicated to staff development. H.B. 2361 gives campus-level committees the authority to determine how non-instructional days are used. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 11.253(e), Education Code, to provide that the campus-level committee must approve the use of educators' days of service for which instruction is not required. SECTION 2. Makes application of this Act prospective to the 1999-2000 school year. SECTION 3.Emergency clause. Effective date: upon passage.
