HBA-LCA H.B. 2318 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2318 By: Ritter Public Education 4/21/1999 Introduced BACKGROUND AND PURPOSE Currently, staff development provided by a school district is not required to include training in instructing students with disabilities and implementation of Subchapter A, Chapter 37 (Alternative Settings for Behavior Management). H.B. 2318 provides that staff development provided by a school district must include training in instructing students with disabilities and implementation of Subchapter A, Chapter 37 (Alternative Settings for Behavior Management). RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 21.451(a), Education Code, to provide that staff development provided by a school district must include training in instructing students with disabilities and implementation of Subchapter A, Chapter 37 (Alternative Settings for Behavior Management). Makes conforming and nonsubstantive changes. SECTION 2. Provides that this Act applies beginning with the 2000-2001 school year. SECTION 3. Emergency clause. Effective date: upon passage.
