HBA-RBT H.B. 2270 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2270 By: Ritter Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Currently, teachers, counselors, and librarians are not entitled to receive compensatory time for staff development. H.B. 2270 entitles a teacher, counselor, or librarian to receive compensatory time to be applied toward the number of hours of staff development offered by a school district for workshops, conferences, or other professional training attended outside of the regular work day or contract year. The compensatory time applies if the professional training is supportive of the teacher's, counselor's, or librarian's area or level of certification. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 21.451, Education Code, by adding Subsection (d), as follows: (d) Provides that teachers, counselors, and librarians who attend staff development provided by a school district, or other professional training supportive of the employee's area or level of certification, outside of the regular work day or contract year, are entitled to receive compensatory time. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
