HBA-LCA H.B. 2228 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2228 By: Noriega Urban Affairs 3/30/1999 Introduced BACKGROUND AND PURPOSE Subchapter G, Chapter 143, Local Government Code, establishes civil service requirements for fire fighters and police officers in cities with a population of 1.5 million or more and that have adopted the Fire Fighter and Police Officer Civil Service Act. Currently, the only city affected by Subchapter G is the City of Houston. Current law requires a certified fire fighter in the City of Houston to spend two years in the next lower position in the same class before becoming eligible for a promotional examination. H.B. 2228 would designate all certified fire fighters, upon completion of three years in the department, as eligible to take the entry level dispatcher examination. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 143.106, Local Government Code, by adding Subsection (d), to provide that a competitive examination for an entry level dispatcher position is open to any fire fighter who has served for at least three years in a fire department as a certified fire fighter. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
