BACKGROUND AND PURPOSE 

Current law exempts counties with a population over 500,000 from the
requirement to hold a public hearing and publish notice in the newspaper
before adopting certain traffic regulations. H.B 2034 exempts counties with
a population of more than 200,000, rather than 500,000, from the
requirements of Section 251.159 (Delegation of Commissioners' Authority),
Transportation Code, relating to the commissioners court's authorized
procedures in lieu of publishing notice and holding public hearings. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 251.159(a), Transportation Code, to provide that
this section applies only to a county with a population of more than
200,000, rather than 500,000. 

SECTION 2.  Emergency clause.
  Effective date: upon passage.
