BACKGROUND AND PURPOSE

Prior to the 76th Legislature, the Texas Commission on Law Enforcement
Officer Standards and Education (TCLEOSE) employed investigators to examine
license candidates and complaints against licensees. TCLEOSE investigators,
who are not commissioned officers, may be called upon to investigate
commissioned officers. H.B. 2023 authorizes TCLEOSE to commission
investigators that are employed by TCLEOSE as peace officers for the
limited purpose of assisting TCLEOSE in administering this chapter. This
bill also makes investigators commissioned by TCLEOSE peace officers.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
