BACKGROUND AND PURPOSE

The 84th Judicial District covers Hansford, Ochiltree, and Hutchinson
Counties. Until 1993, the court provided its own bailiff and the counties
paid a proportionate share of the expenses. In 1993, the Ochiltree County
commissioners court began providing a deputy sheriff to serve as the
bailiff, but the court continued to provide a bailiff for Hansford and
Hutchinson counties. H.B. 1921 authorizes the judge in the 84th district
to appoint a bailiff.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
