BACKGROUND AND PURPOSE

Many state-funded programs require political subdivisions competing for the
programs to match the funds provided. Often, city revenues are previously
committed to other local projects. Committed revenue, along with low tax
bases, place many of these cities at a competitive disadvantage. H.B. 1914
requires the Legislative Budget Board to review each state funding formula
that requires local matching funds to determine whether the requirement of
local matching funds creates an undue burden on the revenues of political
subdivisions located in economically disadvantaged counties.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
