Office of House Bill AnalysisH.B. 1906
By: West, George

In recent years, specialty license plates have offered citizens of Texas
the opportunity to support financially deserving programs of their choice.
Fee revenue generated by the sale of such plates is deposited to funds
which defray the costs associated with a specific cause. There is a need
for additional funds to support conservation efforts by the Texas Parks and
Wildlife Department, and the public has expressed a desire to accomplish
this through special license plate purchases. H.B.1906 authorizes the Texas
Department of Transportation to issue one or more specially designed
conservation license plates to support Texas Parks and Wildlife
Department's parks, fisheries, and wildlife-related activities.

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
