BACKGROUND AND PURPOSE 

The University of Texas M.D. Anderson Cancer Center is considering plans to
provide for a longterm expansion necessary for the achievement of its
mission.  As planned, the expansion will provide clinical support
facilities such as outpatient testing labs, experimental treatment
facilities, and auxiliary enterprises. This proposed acquisition is
included in the master plan for M.D. Anderson, approved by the University
of Texas System Board of Regents and the Texas Higher Education
Coordinating Board.  

H.B. 1840 authorizes the board of regents of the University of Texas System
to acquire by purchase, exchange, gift, or otherwise, certain properties to
be used for campus expansion or other university purposes. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Authorizes the board of regents of the University of Texas
System to acquire by purchase, exchange, gift, or in any other manner, for
campus expansion or other university purposes, any or all of the real
property not already acquired by the board and located in Harris County as
described by this section.  Establishes certain properties to be acquired. 

SECTION 2.  Authorizes the board of regents of the University of Texas
System to acquire by purchase, exchange, gift, or in any other manner, for
campus expansion or other university purposes, if all or any portion of the
property described by this section that is currently owned by the United
States is made available by the United States by auction, by negotiated
sale, as surplus property, or in any other manner. Applies this section to
the certain properties described in this section. 

SECTION 3.  Emergency clause.
  Effective date: upon passage.
