HBA-NLM H.B. 183 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 183 By: Longoria Public Education 2/9/1999 Introduced BACKGROUND AND PURPOSE Currently, a school district is not required by law to include instruction in basic values in the social studies curriculum. H.B.183 requires the State Board of Education to include the instruction of these values among the education curricula. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 28.002, Education Code, by adding Subsection (1) to require the State Board of Education to include instruction in basic values of the United States in the essential knowledge and skills of social studies. Provides that with the approval of a school district's board of trustees, a school district is authorized to instruct in basic values that do not conflict with the values included in the essential knowledge and skills. Requires the values to include respect for oneself and other people, including family, cooperation with and respect for law enforcement officials, respect for authority, the work ethic, the dignity of all work, and respect for the property of others. SECTION 2. Makes this Act effective beginning with the 2000-2001 school year. SECTION 3. Emergency clause. Effective date: upon passage.
