BACKGROUND AND PURPOSE 

Currently, there is a perceived local need for a new district court in
Cameron County. Since 1985, no new urban district courts have been created
in Texas.  H.B. 1695 creates a new district court in Cameron County. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Subchapter C, Chapter 24, Government Code, by adding
Section 24.566, as follows: 

Sec.  24.566.  421ST JUDICIAL DISTRICT (CAMERON COUNTY).  Provides that the
421st Judicial District is composed of Cameron County. 

SECTION 2.Creates the 421st judicial district.
  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.
