BACKGROUND AND PURPOSE

Prior to the 76th Legislature, the State Firemen's and Fire Marshals'
Association of Texas was not included as a body that may certify a
volunteer firefighter for specially designed license plates. H.B. 1616
allows for the issuance of special license plates for volunteer
firefighters who are members of the State Firemen's and Fire Marshals'
Association of Texas.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.

or the Texas Commission on Fire Protection.
