BACKGROUND AND PURPOSE

Section 51.9335, Education Code, as added by the 74th Legislature,
authorized procurement utilizing "best value" criteria and several
competitive and negotiated procurement methods for medical and dental
units. This section expires September 1, 1999. The University of Texas
System's medical and dental units have saved money when purchasing
commodities and services since the implementation of this section. H.B.
1615 removes the September 1, 1999, expiration date, thereby allowing
Section 51.9335 to remain in effect.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
