BACKGROUND AND PURPOSE 

Currently, park administrators do not have the authority to issue park
passes to members of nonprofit youth organizations who volunteer in state
parks. C.S.H.B. 1581 authorizes park administrators, at their discretion,
to provide the park passes to members of nonprofit youth organizations as
an incentive to perform volunteer service in state parks. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 11.028, Parks and Wildlife Code, by adding
Subsection (e), to require the Texas Parks and Wildlife Commission to
authorize a state park administrator to provide passes to a state park for
members of nonprofit youth groups who volunteer to help carry out the
duties and responsibilities of the department at the park.  Defines
"nonprofit youth group" for the purposes of this subsection. 

SECTION 2. Emergency clause.
  Effective date: upon passage.

COMPARISON OF ORIGINAL TO SUBSTITUTE

C.S.H.B. 1581 modifies the original bill in proposed Subsection (e) by
including the definition of "nonprofit youth group" for the purposes of
this subsection.
