BACKGROUND AND PURPOSE

Current law does not specifically entitle the parent of a child in public

visit a classroom in the school district of the parent's child and
authorizes a school district to require that a parent give written notice
and check in at the school's office before visiting the classroom.

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
