BACKGROUND AND PURPOSE 

The cost of maintaining county law libraries has increased, while their
revenue sources have decreased.  H.B. 1477 increases the maximum allowable
amount the commissioners court may set as court costs to be used for the
county law library. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 323.023(a), Local Government Code, to increase
the maximum amount  from $20 to $35  that can be taxed as court costs for
the county law library fund. 

SECTION 2.  Makes application of this Act prospective.

SECTION 3.  Effective date: September 1, 1999.

SECTION 4.  Emergency clause.
