BACKGROUND AND PURPOSE 

Currently, several organizations across Texas have designed their own
specialty license plates to help generate awareness and raise money for a
particular goal.  H.B. 1276 creates the Texas Young Lawyers Association
license plates and provides for part of the annual fee to be deposited to
the basic civil legal services account.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Subchapter F, Chapter 502, Transportation Code, by
adding Section 502.299, as follows: 

Sec. 502.299.  TEXAS YOUNG LAWYERS ASSOCIATION LICENSE PLATES.  (a)
Requires the Department of Transportation (department) to issue specially
designed Texas Young Lawyers Association license plates for passenger cars
and light trucks. 

(b)  Provides the specifications for the license plates.

(c)  Requires the department to issue license plates to a person who
applies to the county assessor-collector of the county in which the person
resides on a form provided by the department and pays an annual fee of $30,
in addition to specified fees.   

(d) Requires the department to deposit $25 to the credit of the basic civil
legal services account established under Section 51.903 (Basic Civil Legal
Services Account), Government Code.  Provides that the department may use
the remainder of any fee only to defray the cost of administering this
section. 

(e)  Requires the owner of a vehicle registered under this section to
return the special license plates to the department if the owner disposes
of the vehicle during the registration year. 

SECTION 2.Effective date: September 1, 1999.
