HBA-TYH H.B. 1260 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1260 By: Hill Urban Affairs 2/25/1999 Introduced BACKGROUND AND PURPOSE Currently, state programs associated with colonias are applicable only in the border region of Texas. Meetings held throughout Texas during the interim between the 75th and 76th legislatures revealed that there are colonias all over the state, not just near the border. Specifically, there are a limited number of colonias located in Harris and Dallas counties. H.B. 1260 redefines the term "colonia" to allow the areas currently not covered by the definition to be eligible for the programs that are currently limited to colonias on the Texas border. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 2306.581(1), Government Code, to delete the limitation on the definition that a "colonia" is located in a county some part of which is within 150 miles of the international border of this state. SECTION 2.Effective date: September 1, 1999. SECTION 3.Emergency clause.
