BACKGROUND AND PURPOSE 

Both the Office of Rural Affairs and the Office of Small Business
Assistance (offices), under the Texas Department of Economic Development,
report their activities each even-numbered year to the governor and
legislature.  Prior to the 76th Legislature, information on activities for
the fiscal year immediately preceding the due date of the report could not
be included due to the required due date. Modifying this date to provide an
additional 45 days would allow these activities to be included in each
report.  H.B. 1148 allows both of these offices to submit their reports to
the governor and the legislature on or before October 15 of each
even-numbered year. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 481.0067(f), Government Code, to require the
Texas Department of Economic Development (department) to submit to the
governor and the legislature a report regarding each of the functions
performed by the Office of Rural Affairs by October 15, rather than
September 1, of each even-numbered year. 

SECTION 2.  Amends Section 481.0068(e), Government Code, to require the
department to submit to the governor and the legislature a report regarding
each of the functions performed by the Office of Small Business Assistance
by October 15, rather than September 1, of each even-numbered year. 

SECTION 3.  Emergency clause.
  Effective date: upon passage.
