BACKGROUND AND PURPOSE

H.B. 1131 requires the University of Texas System board of regents to
impose an additional onedollar admission charge to all sporting events held
on the campus of, or on other property under the control of one of the
system's institutions of higher education in order to fund the women's
athletic department. Furthermore, this bill provides that additional
monies incurred from this charge are to be distributed among the
institutions in proportion to the number of women competing in
intercollegiate athletics at each institution and used for specific
purposes related to women's athletics. This bill also prohibits an
institution from reducing the amount of other money spent to support
women's athletics as a result of the receipt of money collected from the
fee.
