BACKGROUND AND PURPOSE 

Currently, Texas law allows for the parents and children of police officers
killed in the line of duty to obtain specialized license plates. Siblings,
stepchildren, or children adopted by the slain police officer are not
currently eligible to receive the special license plate.  H.B. 1127 allows
siblings, stepchildren, and children adopted by police officers killed in
the line of duty to obtain special license plates to honor their fallen
relative. 
  
RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 502.289(a), Transportation Code, to include a
brother, sister, and an adopted child or stepchild, among the relatives of
a person killed in the line of duty to whom the Texas Department of
Transportation is required to issue a specially designed license plate.
Makes a nonsubstantive change.  

SECTION 2.Effective date: September 1, 1999.

SECTION 3.Emergency clause.
