HBA-PDH H.B. 1048 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1048 By: Sadler Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Currently, school districts are not required to offer a specified number of college advanced placement courses at each high school. H.B. 1048 requires the district to offer at least five college advanced placement courses at each high school in the district. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 28.002, Education Code, by adding Subsection (l), to require a school district to offer at least five college advanced placement courses at each high school in the district. Defines "college advanced placement courses." SECTION 2.Makes application of this Act prospective beginning with the 2001-2002 school year. SECTION 3.Emergency clause. Effective date: 90 days after adjournment.
