HBA-JRA H.B. 1047 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1047 By: Sadler Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Currently, the amount allotted to a school district per student in average daily attendance is $2, 387 and the dollar amount guaranteed level of state and local funds per weighted student per cent of tax effort is $21 or a greater amount for any year provided by appropriation. H.B. 1047 increases the amount allotted to a school district per student by $9, to $2,396, and increases the dollar amount guaranteed level of state and local funds per weighted student per cent of tax effort by $2.10, to $23.10, or a greater amount for any year provided by appropriation. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 42.101, Education Code, to increase the amount allotted to a school district per student from $2,387 to $2,396. SECTION 2. Amends Section 42.302(a), Education Code, to increase the dollar amount guaranteed level of state and local funds per weighted student per cent of tax effort from $21 or a greater amount for any year provided by appropriation to $23.10 or a greater amount for any year provided by appropriation. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
