BACKGROUND AND PURPOSE

Fort Bend County, population 225, 241 in the 1990 census, has fewer
district courts than many Texas counties with similar populations. At an
August 1998 meeting of the Board of District Judges of Fort Bend County,
Texas, it was determined that the county's caseload and public need
necessitated two additional general jurisdiction district courts. H.B. 100
creates the 391st and 393rd Judicial Districts (Fort Bend County) to
conform with the board's decision.

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
