Relating to the prevention and reduction of premature death and disability arising from head and spinal injuries; providing for the development and maintenance of a comprehensive program of emergency and long-term medical assistance and rehabilitation for victims; increasing the effectiveness of laws promoting health- and safety-related practices among persons at higher risk of head and spinal injuries; and providing for funding.
