Relating to the continuation, composition, powers, and duties of the Parks and Wildlife Department; to membership, qualifications, powers, and duties of the Parks and Wildlife Commission; to funds used for parks and wildlife purposes; to the relation of the Parks and Wildlife Department to the Texas Department of Water Resources; to the enforcement of laws and regulations relating to activities permitted by licenses or permits issued by the Parks and Wildlife Department; to state recovery for certain violations of the Parks and Wildlife Code; to authorizing the Parks and Wildlife Department to recover damages for certain violations of the Water Code; providing penalty schedules for the Parks and Wildlife Code; authorizing certain fees; and providing enforcement procedures and penalties.
